The concept of effectiveness arises when there is a division of tasks between people, when there is the possibility of doing things that are not important, that are not the right things. And these can be done very efficiently.

This is very common in companies: an employee doing, with extreme efficiency, completely useless tasks, are called “ice mowers”. And that's exactly where the role of the manager becomes critical.
