The definition of goals occurs at all levels of the organization, however they vary according to the hierarchical level in which they occur at the highest levels of leadership, in senior management they tend to revolve around the organization's vision, the focus is strategic and directional, involving the most basic and fundamental decision of the organization, the choice of missions, strategies and generic resource allocations.

The set of these strategic-visionary choices is what will shape, in general, the future of your company.
